Follow-up to #76474 addressing review comments: the newsfragment now refers to the Dag bundle APIs generically, and both the newsfragment and the Keycloak changelog tell multi-team deployments upgrading from Airflow 3.4.0 to re-run airflow keycloak-auth-manager create-team for each team, so team roles drop the Dag bundles menu entry they can no longer open.

Adding skip newsfragment check and merging. The check fails because this PR edits 76474.significant.rst, which is named after #76474, not this PR. That's intended, since the note belongs to #76474 and should link there in the release notes. All other checks, including the docs build, passed.
