[C++][CI] Upgrade the vcpkg baseline version to newer version

Describe the enhancement requested

We are currently using a vcpkg baseline from April 2025. We are using this commit: microsoft/vcpkg@09f6a4e which points to: 2025.04.09

We should upgrade to a newer version to pull new dependencies. Example this is required for requiring an updated xsimd:
