We have a NOTICE file. That has a copyright with a year. There is no reason to have it in source header.
Can we remove it from the source headers? It needs to remain if the code is from a 3rd party source but our LICENSE file mentions no such sources with Apache licenses. And we shouldn't modify them if they are from 3rd party source - so the 2026 change in PR 633 would need to be reverted.
