It looks like there are issues with running Semeru JDK + tr_TR locale (see gradle/gradle#27261 ), so I will probably exclude that combination from the CI matrix. |

Description
It enables using Java 21 for targeting the build scripts, so we could eventually move to "use Java 21 for the build"
I am not sure we want to require "Java 21 for the build" yet, however, it might be a nice idea some time later.
