This adds a bunch more CPU shards and moves everything to CPU-SMALL. Some Java limitations required splitting up the logic in the templates a bit as well.

This adds a bunch more CPU shards and moves everything to CPU-SMALL.
Some Java limitations required splitting up the logic in the templates a
bit as well. This gets us another 30 minutes off runtime while also reducing costs.
To avoid duplicating work this also moves the hexagon API build step alongside the rest of the build.
