Getting rid of mandatory setuptools dependency

Note

Removes unnecessary runtime dependency and updates dev tooling.

• Drops setuptools from project.dependencies; retains build requirement in [build-system]
• Pins/bumps dev tools: black to 26.1.0, flake8 to 7.3.0; updates corresponding pre-commit hooks
• Bumps package version to 1.0.6
• Minor test formatting tweak in tests/test_cursor.py (no behavioral change)
