PhantomJS --help provides the syntax
phantomjs [switchs] [options] [script] [argument [argument [...]]]
There is no information in the help about:

1. switches,
2. arguments - I assume it's about the arguments of the JavaScript script.
   There are only options described.

This is a program error in the form of no description of the call parameters.
