`crate_universe` should use a json file as the lockfile instead of a rendered build file

`crate_universe` currently renders all build files into one and writes that back to the user's workspace. I feel this is unmaintainable and is actually quite limiting in being able to write new features for the rule. This should be done sooner so the tests don't continue to be built off of hard to read assertions.
