This PR removes the Common Config workflow that was syncing files with the beam-community/common-config repository. The workflow is being deleted as it's not intended for use in this repository.

I don't think we intend to use Common Config on this repo. Let's remove the workflow and close the PR so we don't have the noise.
That said, we should probably give this repo some love if we don't intend to leverage Common Config to keep things refresh. The workflows are failing due to being deprecated versions.
