Prerequisites
Description
I saved a simple css file and the next time I opened the project I got the error "Unknown encoding format." If I open the file with any other editor it just contains gibberish on a single line.

I've used notepad++ to try and convert it/open it, and I've tried to use file recovery utilities. I have no idea what happened but here are 4 other issues with the same problem:
adobe/brackets#14449
adobe/brackets#14549
adobe/brackets#14347
adobe/brackets#13665
I'd just like advice for how to get the data back.
Steps to Reproduce
I don't know how to reproduce it. I'm not even sure what happened.
Expected behavior: I expected the file to be fine.
Actual behavior: It's corrupted.
