Following the latest changes in https://github.com/WebAssembly/wasi-config, the repository name has been changed from
wasi-runtime-configtowasi-configto match the package name in the wit definition.This patch renames the crate name and all other related things to
wasi-configto avoid user confusion.cc @Mossaka @thomastaylor312, also cc @alexcrichton for crate renaming things.
And supply-chain files should also be updated, but it should be done by maintainers.
