This PR removes the xcodeproj for the Cinder static library, in favor of cmake-only building on macOS. Currently the xcodeproj's for samples remain.
Secondarily, this makes the same change for Cinder on iOS, which admittedly is currently in limbo.
Finally, this updates the Windows CMake support to require VC 2022.
