Perhaps we should consider denying them from the ruler designer since they're supposed to be DLC exclusive? This feels like a paradox oversight
Other cultures have names that translate to "Pagan" and have the "_Pagan" suffix. Made sure they count together
Despite comments to the contrary, jewishgfx is not used for the jewish cultures and is instead a religion gfx type. Put it back where it should be
