Make sure titles used in war declaration belong to the target. Closes #203 needs review due to change to vanilla function.
Moved `can_use` arguments into `can_use_gui` and reformatted for readability. Also fixed issue where pagans couldn't fight holy wars within their own religion group. Also removed redundant hindu religion check.
