search API doesn't do required munging/unmunging

Using the search API to look for a munged symbol such as .. or + seems unpredictable. Not sure what's up with that, but this is a pretty significant bug.

The list-defs interface (or its equivalent) probably needs to unmunge all def names read from the filesystem. That's probably the minimum change required to make this work, since the problem is that the Defs generated don't have unmunged names since the filesystem is (falsely) considered to be authoritative. That or the updated unmunge isn't doing the right thing in this one case.

Okay. I got the filesystem version of list-defs to behave, but there are regression issues with the HTTP API given this patch. Trying to trace.

I was urldecoding twice because I was being too cleaver. Patch works, integrating.
