We have some special conditions that may produce a test failure without
failing the actual test code: e.g. the ginkgo suite was canceled or evicted,
or the report was missing.
When those happen, we give then a special name, and there are no "success"
cases, so they were showing up in the automated Alerts.
This PR creates a new section for them, not Alerts.
