[Feature]: Support depinject for `SendRestrictionFn`

Summary

Similar to how depinject is supported for StakingHooksWrapper, modules should be able to return SendRestrictionFn from their appmodule.Provide function — which can then be used in a appmodule.Invoke function called by the x/bank module.
