krakatoa: ante checks if tx is ethereum even though insert already does this #961

on the krakatoa branch, insertCosmosTx will call m.anteHandler. the anteHandler function does additional work in determining if this tx is an EVM tx by doing some type casting and such, which is unnecessary. we could optimize here.
