Better Handling of How Emails Are Sent in Response to Server/Job Errors #231
Description
Currently, if REDCap is offline and RED-I is running a job (eg. PICTS) and it can't communicate to the server it will send an email that the job failed to run for each subject. This is just one example of where the emailing of a report occurs. We need to make sure we have smarter checking that so our lists are not spammed with tons of emails. Maybe it could check for the service to return in :30 minutes before trying again.
