Problem
There's no documentation on how to cut a new release for this repo.
Why this change
Adds a
MAINTENANCE.mdthat documents the release process (tagging, pushing, and verifying via GitHub Actions) and includes semantic versioning guidelines, making it easy for any contributor to trigger a release.
