Sync a list of dats (contained in a dat)

As a registered user, I'd like to "upload" a dat containing a list of dat to sync. They would be automatically added, and I could continue to update it.

If we can agree on a format, a user might decide to register an account on a few hypercloud instances and submit this list of dats to sync.

This is something that we've been planning to do, yes!

It increases the portability of the user's account, and that helps drive the "fungible services" concept.

There are a couple of related pieces that I want to accompany this:

1. A flow for proving ownership of Dats. This would be part of a broader flow to set a "profile dat" on the account.
2. An HTTPS API to lookup the profile dat for a user. This might just be by checking the /.well-known/dat of the given user's dat -- ie, https://pfrazee.hashbase.io/.well-known/dat
3. A hypercore log publishing all the changes to the profile-dat bindings, for external auditing of the user lookup

That way we have a complete portable profile/identity
