The base_image uses a build container when installing the Python packages now, so remove the pip3 requirement for building FORCE. This fixes the build of the FORCE Docker image.

The base_image uses a build container

now, so remove the pip3 requirement
for building FORCE.
This fixes the build of the FORCE
Docker image.
