Bump version to 10.2.0 for next development cycle

Now that the 10.1 release branch has been cut, main branch targets 10.2 development. Replicates the pattern from PR #7018 (10.0 → 10.1).

Changes

• eng/Versions.props: MinorVersion 1 → 2
• Template snapshot csproj files (8 files): Package references 10.1.0 → 10.2.0

Repository-produced packages updated:

• Microsoft.Extensions.AI
• Microsoft.Extensions.AI.OpenAI
• Microsoft.Extensions.Http.Resilience
• Microsoft.Extensions.DataIngestion
• Microsoft.Extensions.DataIngestion.Markdig
• Microsoft.Extensions.DataIngestion.MarkItDown

External dependencies (SemanticKernel, OpenTelemetry, Aspire, etc.) left unchanged.
