[CoreGraphics] Fix all availability attributes in this framework.

[rolfbjarne]

• Ignore availability warnings in a couple of places.
• Remove !.NET availability attributes / code.
• Don't use obsolete API if we can avoid it.

This is a step towards fixing #21185.
