Enable MAUI samples when TargetFramework=net11.0 becomes available

Description

Currently TargetFramework=net11.0 isn't supported in dotnet/dotnet yet. Once dotnet/dotnet#3754 gets merged, it will take a few days to get dotnet/android and dotnet/macios working, then dotnet/maui.

I took a brief look yesterday and I think there is probably something off with the bands. MAUI is still on .NET 10, .NET SDK is on rc3. Maybe we need to wait for MAUI to switch to .NET 11 to make this work again.

I tried locally . ./init.sh -channel main + dotnet new android and it worked

This seems to specifically be when calling restore rather than dotnet new for the app. I just included extra in the log above. Here is the shorted log after the app is successfully created:

I am doing my local testing following the performance pipelines flow for installing the packages and creating the app:

If you try this, you will also need to set HelixAccessToken to any string (this does not actually do anything with helix).

Thank you @LoopedBard3. Actually cleaning up the local dotnet and re-doing my steps froom #5055 (comment), I was able to reproduce the issue. I believe this is probably caused by MAUI not yet supporting net11-android target framework (if you try with net10-android it works). cc: @jonathanpeppers @rmarinho when can we expect net11-android to be supported so that we can continue testing?

Thank you @LoopedBard3. Actually cleaning up the local dotnet and re-doing my steps froom #5055 (comment), I was able to reproduce the issue. I believe this is probably caused by MAUI not yet supporting net11-android target framework (if you try with net10-android it works). cc: @jonathanpeppers @rmarinho when can we expect net11-android to be supported so that we can continue testing?

So, TargetFramework=net11.0 isn't even supported in dotnet/dotnet/main yet, waiting on:

After this lands and there is a successful build, it will take us a few days to get dotnet/android and dotnet/macios working. Then dotnet/maui can go next. I suspect this will be in the new year.

@LoopedBard3 I updated the issue to track the remaining work. In #5030 I temporarily disabled the MAUI samples until the .NET 11 dependencies become available.
