Is this dependent on MT runtime/blazor ? Why ?

SignalRPassMessageWasmBrowser is an MT-only test. It checks if we can create more than 1 thread and if these threads can send messages between each other.

It is not dependent on blazor - it involves only aspnetserver app + wasm client app. However, the server does not serve only wasm client. It also serves blazor app (in other tests) and the reference to blazor app is the reason for complaints:

Blazor ones are blocked with #100445. That might start showing up when we enable browser-wasm.

Maybe it's over-complicated. We have other quality issues with MT, including MT websocket.
If MT is the intent, at this point I would rather delete it from WBT.

If the intent of the test is to test signalR on WASM, we can possibly do that on ST build and without Blazor.
But I'm not sure what was the original intent.
