Steps to reproduce:

• start SDK, close Welcome page
• Install Egit from https://download.eclipse.org/egit/updates-nightly
• Restart
• Close Welcome page
• Kaboom

After yet another restart, welcome screen is shown in previously empty area:

OK, after importing org.eclipse.e4.ui.workbench.addons.swt (I forgot I don't have it in the workspace) I can reproduce when debugging Eclipse in a new workspace.

The tests still pass.

Reverting the change in org.eclipse.e4.ui.workbench.addons.cleanupaddon.CleanupAddon from #3725 results in no problem when debugging Eclipse.
