Volunteer applications questionnaire "info" fields allow to be required, breaking submission.

When you create a volunteer application questionnaire, and then add an "Info" field, it allows you to set it as required. Since the user has nothing to fill in, this makes it impossible to submit the form.

Workaround: make it not required.
