Change Request: update `eslint-scope` types

What problem do you want to solve?

We recently released eslint-scope@9.0.0 featuring ScopeManager#addGlobals() (#682). The types for eslint-scope should be also updated.

What do you think is the correct solution?

This is being addressed in DefinitelyTyped/DefinitelyTyped#74066. I'm creating this issue to track and discuss the progress in this repository.

Update: In the 2025-11-13 TSC Meeting, it was decided to add built-in types to eslint-scope.
