what happens when you type "git" on cmd?
and what about "where git"?

I experienced the same issue, it turned out,
because I had chromium depot tools on PATH, it overrided git. (With git.bat)
When I ran git I also got "The system cannot find the path specified."
Removing depot tools from PATH solved it.

I have the same issue with flutter command not with git.

Forgot to add that I examined all the paths in the PATH variable and they're all valid.

I fixed this problem by removing flutter and doing the git clone flutter again
After cloning, run this command:

flutter
flutter doctor
flutter channel <stable/beta/dev/master>
flutter upgrade
flutter pub get
