GeoProcessing layers are no longer added on top of TOC #10368

After the TOC refactor something has been probably broken for this
How to reproduce
- open an existing map where you can use the geoprocessing tool
- run a process to create a buffer or an intersection
Expected Result
The layer genarated by the process is visible (added on top of the TOC)
Current Result
In the use case scenario identified the layers are added in the first TOC group but not on top
- Not browser related
