Sharing map with marker will not record the correct map center #10807

Sometimes and this depends on a race condition when CHANGE_MAP_VIEW actionorder occurs
How to reproduce
- Open the map at this link https://mapstore.geosolutionsgroup.com/mapstore/#/viewer/7903
- Click on the share button on the task bar, on the share dialog select 'Link'
- In the options below check the following checkboxes: Add Center and zoom to sharing link, Add marker on loaded map.
- Copy the resulting map sharing link and paste it on another browser window.
Expected Result
Current Result
Observe how the center of the map isn't the same one as set when sharing the map it is displaced. The marker position is correct instead but the map position is not
