Permissions already present on a resource are no longer visible if the properties edit starts from the info tab #10884

Description
When you want to edit permissions and you start by enabling editing from the info, then in the permissions tab the permissions already set previously are not visible.
How to reproduce
- Login as admin
- Click on Open properties of Demo map
- Click on Edit properties
- Click on Permission tab
Expected Result
The existing permissions are visible and it is possible to edit it
Current Result
The existing permissions are not visible
