Annotation/Measurement not shown in the legend of the printed map

Description

The export of a print for the map with annotation and measurement layers does not appear in the legend of the printed output.

Steps to Reproduce:

• Add an annotation and/or measurement to the map.

• Ensure it is visible on both the map and the legend(TOC).

• Open the print dialog, enable "Include legend", and click "print"

• The legend of the vector layers will be missing from the legend.

  

Expected Result
Annotations and measurements(vector layers) should be shown in the legend on the exported print

Annotations and measurements (vector layers) are not shown in the legend on the exported print

@offtherailz I have created a PR using the html-to-Image package.
I tried to use another approach also to generate SVG using sending it as svg.
I was able to render the mark and icon without problem using fetching and getting bas64 from blob.
But for the RuleLegendIcon render, converted svgs were not being accepted from the backend. Temp implementation branch is here: https://github.com/rowheat02/MapStore2/tree/fix/vectorlegendUsingRuleRender
So decided to use html-to-image: #11236
