Allow the possibility to control the resource detail tab selection

## Description
Allow tab selection in the resource detail panel to be controlled externally by moving the handler to the resource action and storing the selected tab in the resource state.

This is required for GeoNode, where the default tab in the detail info panel should be set when the panel is opened
