Bump babel-loader to 10.0.0 #11597

Since the next version of mapstore no longer supports node 16, this means we can update babel-loader from 8.0.5 to 10.0.0.
Our config is fairly simple, so looking through their changelog it should be a easy upgrade, and I couldn't spot any breaking changes for us.
The new version also has fewer dependencies, it will go from 112 to 6
