Protocol buffer compilation missing in some workflows

When I modernized the build system in #1175 I missed protocol buffer compilation in some workflows. This issue will track discovery and fixes of those workflows. For now we have just one:

1. Protobufs do not get compiled in developer workflows, as currently we have compilation via a GitHub action.

Misunderstanding on my part, protobufs do get compiled when running the build`command.
