The build is currently broken due to some incompatibilities in pyOpenSSL versions. This attempts to bump the version.

#1018 includes fixes and compatibility for newer versions. I hope they merge this soon, then this issue is resolved as well. |

We are not ready to pull the plug on Py3.7, but will remove Py3.6 |
