Compute v1beta and Storage v2 now how issue trackers in Librarian's sdk.yaml.
(The test change is due to formatting the package - the file was changed by hand in googleapis#16860)

Additionally, it includes a minor formatting adjustment in a performance test file to separate imports. I have no feedback to provide.

Compute v1beta and Storage v2 now have issue trackers in Librarian's sdk.yaml.
This PR includes regeneration of all libraries - the Compute package is entirely unchanged; the tracker for Storage is changed (but still present, and checked for correctness).
Fixes googleapis/librarian#5465
