When using GNU libc (glibc), strncasecmp is available as well (as it's a POSIX function).
Enable the build also on GNU/Hurd and GNU/kFreeBSD, as there is no more anything preventing nss_securepass to build on those platforms.

Small patch series to enable the build also on Hurd and kFreeBSD (current non-Linux ports in the Debian archive).
