Create automation to generate new security check issues from template on schedule

Overview

We need the ability to schedule security checks at least every quarter to update dependencies. To do that, we need to build a GitHub Action (GHA) to generate new issues on a schedule and put them on the board. The contents should be from a template file.

we need to break this into two issues, one to write the template about what specifically to do each quarter (checklist) and another issue that creates the GHA that opens a new issue every quarter using the issue template, tell you its time, and providing the checklist and any relevant links (dependebot, docker, etc.)
