In this PR I set up minimal infrastructure for the development of actions in TS and implement two actions necessary for automated backporting. The changes also contain one reusable workflow which remains mostly unchanged from the original internal implementation.

@krzysztofczyz-da The dependabot failure seems unrelated. Did I really break something here? Also, I'm confused why the GHA workflow linter didn't complain locally but did on PR. Is this something new?

@moritzkiefer-da you've changed the backport workflow today, didn't you? If the changes are ready I'll be happy to port them here.
