r- workspace query defaults to workspace 1 instead of current

Is this a regression?

Yes, worked in 0.56

What's the bug?

When moving down using r- (i.e. hl.dsp.focus({workspace = "r-1"})), workspace 1 can be focused even if not owned by the active monitor.

Reproduction steps

1. Place some window in workspace 1 on a monitor
2. Have any other monitor on workspace 2
3. $ hyprctl dispatch 'hl.dsp.focus({workspace = "r-1"})
