[Bug]: New tabs gets placed next to the focused tab

• I have tried reproducing this issue in Chrome and it could not be reproduced there
• I have tried reproducing this issue in ungoogled-chromium and it could not be reproduced there
• I have tried reproducing this issue in Helium with a new and empty profile using --user-data-dir command line argument and it could not be reproduced there

Description

a new tab gets placed next to the focused tab instead of the end of the tab bar

How to Reproduce?

1. Focus a tab that is not last. It can be a regular, pinned or a grouped tab.
2. Click + in the tab bar to create a new tab.
3. The new tab gets created next to a tab that is currently focused.

Actual behavior

Expected behavior

A newly created tab should be placed to the left of the New Tab button

I can’t replicate this, same version but macOS.

Even with the "Open new tabs next to the active tab" being off in settings. Still opens next to the active tab.
