Failed deployment of decomposed production leaves in-progress deployment #886
Description
If a PTD item from a decomposed production fails to import, it leaves an in-progress deployment in the deployment history. That will block any further deployments. You need to go in and manually clear the failed deployment.
This matches the behavior of the deployment manager, but it doesn't make sense when automatically deploying changes. The PTD import should automatically clear the in-progress deployment after a failure.

especially important when importing a production into a new environment, because Import All will fail for all items after the one that fails to import.
