Find-and-replace actions¹² org-wide with CML commands instead (See #1017)

• peter-evans/create-pull-request -> cml pr
• LouisBrunner/checks-action -> cml send-github-check
• peter-evans/create-or-update-comment -> cml send-comment
  • maybe requires fixing default token first? support comment --update with default GITHUB_TOKEN #1105?

@casperdcl I do not fully understand the issue. Is that we want to replace our pr mechanism with create-pull-request?

I used the create-pull-request action on link check initially, and had considered using CML but ultimately stuck with the action because it's capable of using the GHA default token. One CML can use the default token, there'll be no reason not to dogfood!
