Request to add manual verification email sending

I think that functionality to send a new verification email with a new code to an email address would be useful. The use case that comes to mind is if a user has requested a verification code, never used it, and has subsequently lost the code and cannot get a new one. Ideally this functionality would be a command (such as !send_verification <email address>) so that users other than the one with access to the bot server can assist in re-verifications.
