`NoHyper` environment could not be nested

NoHyper environment in hyperref could not be nested. In the following example, the last link is still disabled.

From the code it is clear that you can not nest them, but I have no idea why the code changes \hyper@link globally. But there is also a \stop@hyper command which does all redefinitions locally.
