Privacy policy and Terms of service - Broken links

Observed behavior

Observed while testing #5750 but extant on production as well:

In Privacy policy the link 'Terms and Conditions' opens the 'Community standards' document. The 'Cookie Policy' goes to https://learningequality.org/cookies/ while it should link to https://learningequality.org/cookie-policy/:

In Terms of service the 'Report a violation' link is broken and links to a nonexistent google docs file.

Expected behavior

The links should be corrected

Steps to reproduce the issue

1. Sign in to Studio at Unstable
2. Change the UI language
