This PR implements the notification channels listing feature for CloudPulse alerts, enabling users to view and search through their configured notification channels with detailed information about each channel.

Added a complete notification channels listing page with table view, search functionality, and pagination
Implemented data fetching, filtering, and display logic for notification channels
Added comprehensive test coverage for the new components and features
